Russia Moves to Exempt Crypto Trading and Custody Services from VAT
Russian authorities have drafted legislation to exempt cryptocurrency trading services and custodial platforms from value-added tax (VAT). The proposed amendments to the Tax Code, introduced by the Ministry of Finance, aim to clarify taxation for both businesses and individuals engaged in digital asset transactions.
The exemption will apply to services provided by crypto exchanges and digital-asset depositories, along with ancillary activities related to issuance and trading. A finance ministry source confirmed the VAT waiver would also cover "digital rights certifying exclusively monetary claims."
While the final list of exemptions remains under deliberation, the bill establishes corporate tax rules for platform operators mirroring securities market participants. Taxable income will include commissions, storage fees, intermediary services, and other operational revenue.
